Step 1: Login to your drupal admin panel.
Step 2: Click the Structure link on top menu.
Step 3: Click the “Menus” link.
Step 4: Then click “Add Menu” option.
Step 5: Enter a Menu Name and Description in the equalent boxes.
Step 6: Click Save when ready.
Step 7: Remember that you have to enable the menu block after creating it.
